Before the last election, what we witnessed was a political stunt to embarrass a good legislator and try to get him knocked out of the race before the election. Watch this YouTube video on Greg Hughes&#039; &quot;October Surprise&quot;. Watch this and you&#039;ll be asking for stiff penalties against false accusers.

I wish I could remember a few more of the statistics from last night&#039;s meeting but I remember Howard Stephenson said one reason Utah ranked poorly on a national ethics review was because many of the questions on the questionaire were answered N/A by Utah because we already had certain things implemented that made it a non-issue but that hurt our score.  There&#039;s a lot more to the public ethics story than is being told, but when you hear the other side of the story it&#039;s a lot clearer the problem is being blown out of proportion for political gain.]]></description>

and then in the second to last paragraph it reads:

&quot;(7) The legislature adequately shall fund the salary of the executive director, additional staff, and operations of the commission with an annual appropriation. In order to assure the independence of the commission, this annual appropriation shall be no less than $472,000.&quot;

Sooo... I guess technically it doesn&#039;t directly appropriate funds, it just forces the legislature to do it,  and that&#039;s completely different.]]></description>
